Are Trello can have a separate workspace per each branch or subsidiary and access management using group permission?
They want user/group management separately because the branch and HQ hire and leave independently.

A Workspace can be thought of as a container for boards. Trello Enterprise is a container for Workspaces. There isn’t a group permission option in Trello, or an option to manage access to Trello through an Atlassian Org, so access to each Workspace and board would be done through Trello directly.Do they care if an admin has the ability to manage Workspaces from other subsidiaries? Trello Enterprise admins can manage all Workspaces in an Enterprise. 

If they truly want them separate, then separate Premium subscriptions would likely be the best option. If they want an entity that lets a group of admins manage multiple Workspaces, then Enterprise would be a better fit.

For user provisioning, right now they could use the Atlassian SCIM API or integration with an identity provider - this only creates an Atlassian Account. To create a Trello profile for a person, a Workspace admin would invite users to the appropriate Workspace from the Workspace's members tab, or through the Trello REST API.
